You can use Notepad and open and edit the .csv file. This is OK for deleting program, but can be problematic if you are editing a file and you mess up the formatting.
Spooky uses something called CSVEd to edit the databases. CSVEd has a help menu that documents the app.
There is also DBEditor, an app that understand more closely the Spooky custom database format, more so than CSVEd or Notepad. You can read about DBEditor here: http://www.spooky2tools.com/dbeditor-guide/
