How do we load the duplicate chain frequency removal tool, and do we need Chain Editor or .NET Framework installed?

If you want to use ChainEditor, here is how you turn on .NET. Go to the "Turn Windows Features on or off" in the control panel, and make sure the ".NET Framework 3.5 (includes .NET 2.0 and 3.0)" is installed. https://www.spooky2tools.com/installing-net/

After you get .NET 3.5 installed, you can install ChainEditor from the Utils menu of Spooky -- the "Install ChainEditor" menu item in the Utils menu.
