1. Yes. No problems. it's the machine is dedicated to Spooky it does not need to be connected to the internet unless you're updating the software.
2. Windows 10 Home must be disconnected from the internet. If you have Win 10 Pro, there is a setting to not reboot. You can run Terrain on Windows XP too.
