Can someone please help me understand why MW frequencies run differently in XP, Windows 7 and Windows 10?

The default MW to Hz Factor sometimes changes when more accurate values of the Avogadro and Planck constants are released.

Maggie, you have expressed concerns about applying incorrect frequencies as a result of the differences between Spooky versions, but it is important to keep things in perspective. The MW to Hz Factor was changed 0.00000112%. I think you are ok.

The earlier issue you had was when Spooky changed the defaults of applying the Disintegrative Factor. This inappropriately termed factor will be removed completely from future releases of Spooky. Because I refuse to propagate a lie. Alleged "constants" are anything but that.

At an atomic level, the speed of light is absolute. Both the MW and BP database entries are derived through calculation using scales on a molecular level.
