Why do the frequency numbers on the PC screen not match with what's on the generator screen?

The waveform in use results in the difference.
Long story short, it is using the Square H Bomb waveform, which has 16 cycles in the waveform.
So, to produce the correct output, the software must tell the generator to play it at 1/16th the speed.
364.56 / 16 = 22.785 which rounded up is 22.78 Hz.
Hope that helps clear up the ambiguity.
