The reason why the TENS pads are connected without the Boost for the Hunt and Kill (HK) program is that the scan part of HK is more accurate without Boost. That's the trade-off - accurate scan results are more important than the higher voltage for Contact killing. HK scanning scans and runs on repeat without a pause, so there is just no time to add a Boost, remove a Boost, etc.
