What this preset does is take each frequency in the program you specify, and do a small sweep a little bit before and after that frequency, to find the best frequency close to the original frequency. This process is called refining. This is good for finding any mutation that may have occurred in a pathogen, and provides a more robust technique of finding these small changes than using other techniques (say like wobble or feathering).
