1. Even if the liquid in the diffuser was 100% highly concentrated colloidal silver it couldn't possibly reach all surfaces of a standard sized room in sufficient quantities to sterilize it. The best you could hope for is a relatively cleaner area immediately surrounding the diffuser, which would be temporary. A better alternative would be one or more strong UV-C germicidal lamps like they use in hospitals.
2. I would have also said, no it wouldn't work. But essential oils work, so why wouldn't colloidal silver? Agreed that the best method would be to spray down everything with the colloidal silver for a thorough cleaning but the article I had found claims that in a diffuser, it helps clean the air.
