How does Spooky2 decide which frequencies need to be run as “killing” and which are “healing”?

You can't make a frequency that devitalizes a target a healing frequency with settings. Frequencies only resonate. They will resonate with a pathogen and devitalize it, they will resonate with an organ and entrain it, or they might trigger a body process by acting as a signalling agent.
Healing and Killing are just familiar modalities that we relate to. The presets that are categorized as such tend to fit those modalities.
When it comes to shell presets, there is no such thing as a killing preset or a healing preset. Just a collection of settings that affect what frequencies are generated.
If 100,000 Hz is a healing frequency, and you put it into a healing preset, all you are doing is saying I want odd harmonics -- additional frequencies that are generated off the 100,000 Hz.
If you put it into a killing preset, all you really are doing is saying I'd like odd and even harmonics.
100,000 Hz is still being generated by the two.
Why do presets do this? Because we don't really know if 100,00 Hz is devitalizing anything or healing anything. However, somewhere down the road, someone fixed a big itchy toe with it and thus it gained the reputation that it heals.
What isn't very well documented is how they used 100,000 Hz, and it could very well be that a harmonic was generated that did the real work.
So, the person who repeats the application using the same settings also fixes a big itchy toe, but the person who doesn't recreate that frequency spread says 100,000 Hz doesn't work for them. There are countless other reasons why a frequency may not work for someone, for instance, both have big itchy toe as a symptom but completely different causalities which require different approaches to resolve.
Anyhow, with a biofeedback scan done via the GX, you have the direct frequency. You could apply it with a sinewave which creates no harmonics and hit your target. However, plasma requires very specific settings to operate, so I would not advise changing anything.
