How can I make Tens Pads?

1. You have to find the 2mm pins that plug into the Tens connector. I found a source some 2 years ago, but haven't looked recently.
You also need a BNC connector with 50 ohm coaxial cable. If you find pre-made cables and order 1 that is twice as long as the cable you want, you can cut it in half and use each end to make a cable. You will end up with two cables from the one plus the Tens connector ends.
You will most likely need to strip the wires and solder the wires to the Tens connectors, but there may be some that have a screw connection - again, without knowing what is available, can't be more specific.

2. You can make your own cable with the 2 products I've listed, by cutting off the 3.5mm plug from the TENS cable, and securing the 2 wires into the BNC connector using a small screwdriver.
