Does Spooky2 with contacts pads adapt the intensity based on resistance to maintain desired voltage?

1. The answer is no. To maintain the current, you've got to alter the voltage, not maintain it. It is the current which does the treatment, not the voltage. Voltage does not equal to Resistance x Intensity. I equal to amps, not intensity.
2. The frequency of the current is important too assuming you're using Rife frequency sets. E = I x R as I recall. I got an old homemade current device and I do use it sometimes to heal joints. It reverses the DC current every quarter of a second through the electrodes. Just a half milliamp does wonders.
