When a user made colloidal silver, it seemed that there was too much flaking. Is this normal?

It is normal for the silver ions to slough off. The waveform is designed to make the black particles which sink to the bottom of the container. This is perfectly normal. The water should still be clear. So as long as the black particles stay in the bottom, the colloidal silver is good to go. It is still available to drink. The silver nitrate has to go somewhere. It is better to sediment the nitrate than keep it in solution. Mostly it is silver oxide. Silver is photo-sensitive, so will turn black.
