Would it be safe to do a Spooky contact treatment (tens pads) or cold laser, etc. while taking an ionic foot bath at the same time? Or would the foot bath interfere with the spooky frequencies?

Cold Laser - Yes. It may be used with a current modality.

Contact - I would not mix two different current based products within the body at one time. In most cases, you can probably get away with it, but I wouldn't want to say, "Go for it", and end up with someone having a heart attack or something.
