Is it normal taht the tube was barely lit with a pale blue light more visible at the end of the tube than center?

This is normal for a very high frequency. The tube is capable of transmitting up to about 4 MHz. Once you see any illumination at all, it's working. You may have to turn off the room light to see it clearly or draw curtains or blinds.
