Can I put a copper bracelet or wet cloth instead of the pads?

Copper bracelets sound like they would work, just ensure that the contact made by the bracelet is uniform and even. If only a portion of the metal is touching your skin, this is where the electricity will enter. If it is concentrated into a small entry point, you will most likely feel it and possibly result in skin burns if the entry point is concentrated enough.

Usually one will wrap the contact rods with wet cloth to increase conductivity, but not outright replace the rods with just wet cloth.

The TENS pads have a conductive gel to spread the contact surface out over the entire pad, again to prevent electricity from entering into the body from a concentrated focal point.
