If the pulse of central contact is too short to feel, why do I sometimes feel a slight tingling?

The pulse is charged with a small negative voltage (approximately -18 volts). Please take a closer look at the waveform. The red arrow shows the negative voltage.

Since this voltage lasts for 69 microseconds, some people can feel it.
