Is it functioning properly that the tube is remaining lit for about 20 seconds and then turning off for 10 or so seconds?

Some of the presets, particularly the Morgellons & Lyme presets for Plasma, have 10 second pauses in between sections of the program. Is that perhaps what you are noticing?

For example, take the M&L program we ran last night, P31, there are several 10 second pauses throughout the program.
