Is the electric flow of the contact cables always going from one direction to the other or is it ever switching?

Electric current is the flow of electrons from the negative pole to the positive one.
If you are using a waveform without offset, then you have a alternating current (AC), and so, the flow of electrons changes with the frequency of the signal.

If you are using a 100% waveform, you are getting pulsed direct current (DC) and there is no change in the direction of the flow of electrons, despite the frequency of the signal.
