The lower the amplitude, the lower the volume. Also, if the frequency is under 20, or over 20,000 Hz, you won't hear it.
Make sure everything is soldered correctly. There should be around a 4mm gap between the top and bottom boards on the remote and these should be fixed with solder joints. Make sure that there is no 'give' in the board by Gently squeezing them.
For the sound you can also try putting in the frequency of around 40Hz and do a 15 stage Fibonacci frequency wobble - you should hear it go through different tones.
It isn't too loud but it should be there.
