Would it be more effective if the contacts connect to a cut or to a greater mass on the body like a foot in a bucket of water for each electrode?

The larger the contact point, the less likely for contact burns. The better the conductivity, the better the chances that the electrical current will penetrate the skin. If one does not penetrate the skin's naturally high resistance factor, then the electricity may just flow over the skin or not reach the intended target.
