Why can't I measure the signal using a multimeter?

DC voltage measurements will be zero because the small negative voltage cancels the large positive voltage spike.

AC voltage measurements cannot respond fast enough to the short duration pulse. Only an oscilloscope can be used to reliably monitor the output voltage signal.
